Skyrise Greenery Incentive Scheme
The Skyrise Greenery Incentive Scheme (SGIS) provides funding of up to 50% of installation costs for rooftop greenery and vertical greenery projects on existing buildings, with a cap of $200 per square metre for rooftop greenery and $500 per square metre for vertical greenery. Projects will be assessed for SGIS based on the project’s merits and ability to contribute towards climate, ecological and social resilience goals.
SGIS was introduced in 2009 by NParks to increase the greenery provision in Singapore by encouraging the installation of new skyrise greenery on existing buildings. More than 200 buildings have benefited from SGIS, and projects supported include edible community rooftop gardens, recreational and therapeutic rooftop gardens, extensive green roofs, and lush verdant green walls.

With skyrise greenery being an important strategy under Singapore’s City in Nature vision, which is a key pillar of Singapore Green Plan 2030, SGIS aims to promote the implementation of sustainably designed and well-maintained rooftop and vertical greenery that can contribute towards Singapore’s climate, ecological and social resilience.

Interested applicants are encouraged to apply for SGIS early as participation in the scheme will be on a first-come, first-served basis, and subject to availability of funds.

SGIS supports new rooftop greenery and vertical greenery installations in the following development types:
• Institution and community building (school, hospital, place of worship, community centre, public building etc.)
• Commercial development
• Industrial development
• Non-landed residential development (only for common area)
• Mixed used development
The building must be:
• Physically existing and occupied at the time of application, or
• Undergoing Additions & Alterations (A&A) works
The applicant:
• Must be an owner or a tenant of the premise, and
• Must not receive any other grant for the proposed rooftop and/or vertical greenery installations
The proposed skyrise greenery project should:
• Contribute towards climate, ecological and/or social resilience in Singapore
• Not be indoors or in an enclosed area
• Not be in a premise which primarily retails and/or promotes products related to greenery, plant, flora and gardening related products, and which may be seen as commercial advertising by the applicant for its products

There are two categories to consider when applying for SGIS – Rooftop Greenery and Vertical Greenery. SGIS works on a co-funding basis with funding provided through reimbursement. Successful applicants may receive funding of up to 50% of the installation costs for Rooftop Greenery and/or Vertical Greenery, subject to the following cap:
• Rooftop Greenery – reimbursement is capped at $200 per square metre of planted area within the green roof
• Vertical Greenery – reimbursement is capped at $500 per square metre of green coverage within the vertical greenery installation

SGIS supports the following cost items:

• Installation costs for rooftop greenery and vertical greenery
• Green roof and vertical greenery systems
• Items which support rooftop greenery works – root barriers, waterproofing etc.
• Items which support vertical greenery works – felt/fabric liner, waterproofing, supporting standalone structure for vertical greenery systems, etc.
• Plant materials
• Plant media
• Irrigation system
• Drainage material – geotextile membrane, water retention tray, drainage cells, etc.
• Consultancy fees, Professional Engineer (PE) costs, submission to authorities – where required and specific to the rooftop/vertical greenery
• Other items that support the growth of the plants under a natural lighting condition
• Maintenance costs
• Lighting (including growth lights)
• Artificial plants and turf
• Hardscape elements such as benches, decking, footpath, feature walls, etc
• Signages
• Goods and Services Tax (GST)
• Movable potsThe grant will be disbursed after the completion of works and the submission of the completed reimbursement form with supporting documents.

Rooftop greenery and vertical greenery installed under SGIS are required to meet the following performance requirements:
• Contribute towards climate, ecological and/or social resilience
• Designed to be safe, including taking into consideration wind/structural loading issues on elevated levels
• Designed to be maintainable with appropriate maintenance access
• Well designed, lushly landscaped, and integrated with the overall form and architectural treatment of the building
• Retained as a permanent installationThe green roof or vertical greenery must be maintained for a minimum of 5 years after its completion (undertaking period). The reimbursement will be recovered on a pro-rated basis, over 5 years, should the rooftop greenery/ vertical greenery installation be removed. In the event of a change in building ownership, the existing building owner must transfer the responsibilities assumed in association with SGIS to the new building owner as part of the terms and conditions. NParks’ approval is required for any changes to the rooftop greenery or vertical greenery that will result in a reduction in the Total Green Area during the undertaking period.
